Singapore IMDA Equipment Registration – What You Need to Know
In Singapore, most telecommunications and radiocommunication equipment must be registered with the Infocomm Media Development Authority (IMDA) before it can be marketed or used. This is carried out under the Equipment Registration Framework (ERF), which ensures that equipment complies with Singapore's technical and regulatory requirements. The framework helps safeguard network integrity, promotes efficient use of the radio frequency spectrum, and minimizes the risk of harmful interference between devices.

Who Needs to Register?

The IMDA ERF is intended for companies that import, manufacture, distribute, or sell telecommunications and radiocommunication equipment for local use in Singapore.

Companies seeking to register equipment with IMDA must hold a valid Telecommunication Dealer's Licence issued by IMDA. Only licensed dealers are eligible to submit equipment registration applications under the ERF.

Equipment registration is generally required for devices incorporating telecommunications or wireless functions. This includes, but is not limited to:
  • Mobile phones and tablets
  • Wi-Fi and Bluetooth devices
  • Cellular routers and gateways
  • IoT devices
  • Wireless access points
  • Radio communication equipment
  • Other telecommunications equipment intended for the Singapore market

Certain low-risk equipment is exempt from registration under the ERF. Suppliers are encouraged to review the latest IMDA exempted equipment list to determine whether their products qualify for an exemption before marketing them in Singapore.

Equipment Registration Schemes

IMDA offers several equipment registration schemes depending on the type of equipment and its regulatory classification:

1. Enhanced Simplified Equipment Registration (ESER)
  • Self-declaration process
  • Automatic approval upon successful submission
  • No registration fee

2. Simplified Equipment Registration (SER)
  • For selected categories such as cellular mobile terminals and certain broadband equipment
  • Based on a Supplier's Declaration of Conformity
  • Registration fee applies

3. General Equipment Registration (GER)
  • Applicable to equipment requiring IMDA technical evaluation
  • Suitable for higher-risk or more complex radio equipment
  • Supporting test reports and technical documentation are reviewed by IMDA

4. General Equipment Registration by Certification Body (GER-CB)
  • Available through IMDA-recognized Certification Bodies under applicable Mutual Recognition Arrangements (MRAs)

Certificate Validity

Equipment registrations issued under the IMDA ERF are generally valid for five (5) years from the date of approval.

To continue marketing, importing, or supplying the registered equipment in Singapore after the registration expires, the equipment registration should be renewed in accordance with the applicable IMDA requirements. Renewal applications should be submitted before the registration expiry date to help avoid any interruption to the product's market availability.

Why Compliance Matters

Obtaining IMDA equipment registration helps ensure:
  • Legal sale and distribution in Singapore
  • Compliance with national technical standards
  • Faster customs clearance where applicable
  • Greater confidence for distributors, retailers, and end users
