The Autorité de Régulation des Communications Électroniques et des Postes (ARCEP) in Togo has released Decision N° 152/ARCEP/DG/26, which overhauls the existing framework for terminal and radio device homologation and installer certification. This update, which effectively repeals the previous regulations from 2001, introduces stricter compliance measures for manufacturers, importers, and distributors of radio and terminal equipment.

Key Regulatory Changes:
  • Mandatory Homologation: All electronic communication and radio equipment intended for the Togolese market must undergo formal type approval to verify compliance with RF, SAR, and EMC standards.
  • Labelling Requirements: Approved equipment must now bear an indelible label displaying the specific approval number, date, and ARCEP identity. However this requirement is not being implemented for the time being, and further guidance will be issued at due time
  • Installer Certification: New requirements mandate that entities performing installation, maintenance, or commissioning of radio equipment must obtain prior certification from ARCEP.
  • Sample Requirement:  A functional sample is required for testing, and is permanently retained by ARCEP for subsequent regulatory proceedings

These updates provide a comprehensive framework for market entry requirements for manufacturers looking to bring communication devices into Togo.
